Alvin holds an Associate Degree with concentration in Early Childhood Education, a Bachelor of Science in Business Administration, a Master of Science in Negotiation and Conflict Management, a Master of Arts in Legal and Ethical Studies with studies leading to a Master in Public Administration. For 22 years he worked for the United States Postal Services and with Maryland State Government (Department of Public Safety and Correctional Services and Department of Labor License and Regulation) for 10 years, providing service to both federal and state government until his retirement in January 2017. Alvin served as a Letter Carrier, a Branch Manager, a Union Official, a Supervisor, a Lobby Director, a Postal Sales Marketing Agent, a Human Resource Officer, a Chief Licensing Supervisor for the Maryland Home Improvement Commission, a certified Mediator and an Arbitrator for the Better Business Bureau of Greater Maryland.
After retiring, he returned to serve as a Community Impact Manager for PCs for People/Baltimore, a nonprofit organization benefiting digital disadvantaged and low-income communities deprived of technology where he works to offer affordable computers and internet services to many members of low-income families and children in public schools. He has driven community development for a number of organizations including Direct Search for Talent (DST), YWCA and YMCA, both as Director of Child Care.
